Current sense amplifiers measure the voltage drop over a sense resistor, so you also have to choose a resistor with the appropriate value.
What accuracy do you need? How much of a burden voltage can you afford?

I agree with Clemens that a bit more detail would be helpful here. Can you share what error you are targeting across the measurement range? That said, the only current shunt monitor I would recommend for currents this low is the INA190, which has input bias currents in the picoamps, so error at these measurement levels is minimized.
