why placing the shunt into the regulating loop? Why not placing it near RL?

Hello Kaileh,

This depends on the voltages at the input with respect to the supply voltage and GND or the INA181. I assume you placed the resistor to keep it on the low side but the voltage input will be dependent on VS and GND pins.
