LM2902KV: 3.3V pull-up on OUT pins when VCC=0V

Hello,

I have a question for LM2902KV.

Now OUTx pins are externally pulled-up to 3.3V through 660KOhm.
And this 3.3V could be active even though VCC is 0V like the below.


The datasheet doesn't specify the absolute max input voltage for OUTx pins.
Does this condition damage the device (VCC=0V, OUT is pulled up to 3.3V through 660Kohm)?
