I am working on PIR Sensor Project. As I grounded Channel C in Op-Amp. Now my PIR output is always high. PIR not detecting any motion.

yes, because you have short-circuited the output of channel C
I would recommend the following changes:

And: Heavily enhance the supply voltage filtering of PIR !!
