SRC4392: Can the output clocks/Fs be set to fixed values regardless of input Fs?

I have an application where I need to provide 48KHz Sync Clock and 3.072MHz Bit Clock at all times, can the src4392 do this regardless of what of the recovered clock and Fs values are from the DIR?  The case would be: user connects optical or spdif connection and DIR Fs >= 48KHz Fs, or DIR Fs <= 48KHz.  

The device will have Optical, Coaxial SPDIF, Bluetooth and analog audio inputs, all routing to a DSP before being sent to TAS5825.  The DSP must always receive 48KHz FS and 3.072MHz BCK so I'd like to slave the input clocks of the SRC and then make the SRC output clocks master to the DSP where the output would always be 48K, 3.072MHz - I have a separate master clock for the DSP so I am only concerned with the Sync and Bit clock signals.
