What thermal paths are assumed in the datasheet value of 98.9°C/W? Under what ambient conditions?
Also, what material are the leads made from? I've been assuming kovar leads attached to a ceramic substrate.

In the datasheet is a link to this app note on thermal metrics. Note that the numbers in the datasheet are modeled and not measured for each product:

Package construction can be found on the product page in the ordering table on the link in the right most column. The leads are NiAu plated Kovar.
