LMK03318: No I2C devices found

I am using a USB2Any With Ticspro SW trying to program The LMK03318 on my board. I connect the USB2ANY and open tics pro. I select the USB Comms and the window comes up. It has the green indicator that it's connected to USB, I click on scan I2C bus and it says no devices are found. I have checked my connections. This is not and EVM, but I was told that I could use this SW and connect the I2C lines to a new part on my customer board and program. It is not seeing anything on the bus. I have used a scope probe to check the clk and data coming out of the USB2ANY and see none when I select scan. Voltage is 0, so the device is also holding the bus down because I have pull ups on my custom board. Suggestions?
