CDCE6214: What is happen on quick power-supply ramp-up (<0.1ms)?

Hi,

We can find the tVdd "Maximum supply voltage ramp time" is from 0.1ms to 30ms on the datasheet.  If Voltage ramp-up time is less than 0.1ms, what is occurred?   Also, could you please let us know the reason why to exist 0.1ms rules?   Please advise us.
