CDCE949: Seeing strange strafing between the two signals

I am currently using the CDCE949 Clock generator chip to run various clocks for our ADCs and DACs. However, we are running into a small issue that I really don't know how to explain.   

We are using a Crystal oscillator running at 25MHz to generate various clocks across the board. 

Here are their frequencies

  • y0= 192k
  • y1= 192k
  • y2= 192k
  • y3= 12.288M
  • y4= 12.288M
  • y5= 12.288M
  • y6= 12.288M
  • y7= 12.288M
  • y8= 0
  • y9= 24.576M

When I use an oscilloscope on the 192k signals and 12.288M, I get this strange strafing between the two signals.  attached is a video showing exactly what I am witnessing.  I have also gotten this same error using a TCXO that is 25MHz.
