LMK04906: Failing Part

Hi team,

I am using the LMK04906 and found that VCC1, 4, 5, 7,and 9 did not have 3.3V applied while the other VVC pins did. Would that cause the part to fail? The part still does not lock like the evaluation board did with the same setup even after applying 3.3V to all the VCC pins. Just wondering is I need to have the part replaced.
