In my understanding,
"Output clock" is only the following condition.
GPIO as Global Output Enable (OE) =HIGH, GPIO as Individual Output Enable (OE1-OE4) =HIGH
Other following cases are "Disable Clock".
GPIO as Global Output Enable (OE) =HIGH, GPIO as Individual Output Enable (OE1-OE4) =LOW
GPIO as Global Output Enable (OE) =LOW, GPIO as Individual Output Enable (OE1-OE4) =HIGH or LOW
Is it correct? Please advise us.
*2.
Could you please let us know the SSC Enable or Disable under the following conditions?
R41[bit 15] SSE_EN=HIGH, GPIO as SSE_EN =HIGH :--> SSC is Enable
R41[bit 15] SSE_EN=HIGH, GPIO as SSE_EN =LOW :--> SSC Enable or Disable ??
R41[bit 15] SSE_EN=LOW , GPIO as SSE_EN =HIGH :--> SSC Enable or Disable ??

Yes you're understanding of part one is correct.
In regards to part two, it appears in pin mode, GPIO as an input has higher priority so even if R41[15] is set to low , If GPIO is set as SSC_EN and SSC_EN = HIGH, SSC will be enabled.

In this case since global OE is pulled high, this will still result in output clocks.
No, there are not any more settings to enable/disable.

Based on p. 28 of the data sheet and p. 30 on Table 17, if OE = HIGH, then it enables all differential outputs after 4 internal clock cycles. However, if any of the Individual Output Enable (OE1 - OE4) = LOW, then the output for that channel should be disabled.


Therefore,
GPIO as Global Output Enable (OE) =HIGH, GPIO as Individual Output Enable (OE1-OE4) =LOW -> ??
This one should be LOW for the OEX = LOW (so if all 4 OEX are LOW then all outputs will be disabled).
GPIO as Global Output Enable (OE) =LOW, GPIO as Individual Output Enable (OE1-OE4) =HIGH -> ??
This one should be HIGHfor the OEX = HIGH (so if all 4 OEX are HIGH then all outputs will be enabled). Hope this helps!

I am a little confusing. My customer wants all-output-clock after power-up. On this case, the following pins are also "external pull-up". Is it correct? Please let us know.
He can not change the internal initialization data on CDCE6214.

That is correct. When the GPIO3/4 pins are set to input (which is the default), there is a weak pull-up resistor of 50 kΩ. Hope this helps.
