In LMX2995EVM we can install a 100 MHz crystal oscillator at Y1. Can you give the manufacturer part number of recommended oscillator.

You can use any 7mm x 5mm crystal oscillator, single-ended or differential.
In order to get the phase noise performance as shown in the EVM user's guide, your crystal oscillator should be compatible with below:
You can use PLL Sim to estimate synthesizer phase noise if you have a different crystal oscillator phase noise specification.
These parts are not having the phase noise specs meeting from the recommended specs from ti. What will be the effects when I use a parts with higher phase noise?
And Which type of IC I need. Do I need a 3.3V LVPECL or 3.3V LVDS IC?

Phase noise of the reference clock will affect PLL in-band noise, you can use PLL Sim to simulate the ultimate phase noise by taking the reference clock phase noise into account.
The supply voltage of the reference clock is not matter, as long as its output voltage swing meets LMX2595 requirement, it is fine.
