Could you tell the the definition of "EXPOSED PAD 49: 65% PRINTED SOLDER COVERAGE BY AREA UNDER PACKAGE"?

Is it OK that the solder joint area of  EXPOSED PAD 49 be 65% of the PAD 49 or area of the package, that is 7mm x 7mm?
