For LMX2594, VOSCin is specified to be between 0.2 and 2 Vpp. When using a sinusoidal signal reference clock, does using higher power result in lower phase noise because of higher slew rate?

Yes, indeed it does. We don't have this graph for the LMX2594, but we do for the LMX2615-SP. They are different parts, but the input buffer is similar and I would expect similar results. Untimately, it is the slew rate that matters, that depends on the input frequency and frequency of the sine wave:
