LMX2820: Lock Detect pin status

Hi All,


I have a question about LMX2820.

When the product is powered on without the OSCIN_N(8pin) signal being input (3.3V is applied to the VCO via the LDO inside the product), the Lock Detect pin of the PLL-VCO becomes High.
The Lock Detect pin should be low, but it becomes high. Is this correct behavior?
Please tell me why it becomes High when the OSCIN_N(8pin) is not input.
