Is it okay to input a signal to the reset terminal before inputting the Vcc voltage?

Hello,

No, the reset pin going above the value of Vcc which would be zero volts when powered off may cause permanent damage to the device or affect it's reliability. Reset can track VCC but should not exceed Vcc.
