Is this 1.1ms (maximum variation 1.2ms) regardless of the operating frequency?
Or did you mean that it varies by a percentage (1.0 to 1.2㎳ range with a ±9% percentage) depending on the frequency?
or did you mean that it varied proportionally (1.0-1.2㎳ range ±9%) with frequency?

The timing accuracy specification does not list a frequency condition, since the target operating frequency is defined by external components. The timing accuracy is highly dependent on the tolerance and quality of the external timing resistor and capacitor. From the test conditions, SW 2 and 4 are closed, so the device is configured in monostable mode with RA = 10kOhm and C = 0.1uF, resulting in an ideal output period of tH = 1.1*RA*C = 1.1ms.
