Unable to Generate 3.6GHz output & achieve PLL lock

I am able to program the LMX to generate the above required clocks and have also been able to receive PLL lock; however, I am unable to achieve PLL lock (thus the output) while configuring the LMX to generate a 3.6 GHz clock. I tried to play with the TICS Pro GUI to see if any combinations could give me the output, but unfortunately couldn't succeed in doing so.

I don't really understand the cause because I was able to successfully get a clock even while generating a 3.5GHz clock. I have attached the hex register dump, which the TICS Pro GUI itself gives out while exporting. I have tried with both low power & maximum power configurations.

Any solution/suggestion at the earliest would be of great help since I am working on a variable sampling rate application where I need to switch the sampling clock to meet the desired specification.
