LMK04208: Single ended LVCMOS outputs - Norm/Inv or Norm/Off

On the datasheet for the LMK04208, on page 123, it says "A non-complimentary format such as LVCMOS (Norm/Norm) is not recommended as increased switching noise is present." Would Norm/Off be included in this as a non-complimentary format? The note prior states "If only a single LVCMOS output is required, the complementary LVCMOS output format can still be used by leaving the unused LVCMOS output floating." which leads me to believe that it should be configured to Norm/Inv and leave the unused side floating instead of using Norm/Off.
