I have made a circuit with the BQ4902Y. I can not use any other IC for several reasons I that would be off topic here.

My circuit as such works. Meaning I have several IC on the bus. But I can not get any readings from the BQ4802Y. If I try to read from it, the datalines stay floating.

The WDO, RST, INT, CEin, CEout and WDI pins are unconnected as I do not need the functionality. 3V battery is on BC, supply is 5V. I tryed with very slow timing. The Vout pin has the appropriete voltage (if suppy is on 5v, if off 3V). Do I need to connect the CEin pin also to CE to drive it low? The rest of the signals are straight forward. CE, OE, WE (incerted ofcourse), data and address lines.

What could cause the device to simply not witch on the outputs? Or are the outputs open collector? Could it be a faulty device? It was newly baught.
