LMX2594: Sequence for changing frequencies

I have two questions about the register settings of LMX2594.

The conditions of use are integer mode, no RAMP, and no SYNC.

The following is written in 8.5.2 of the data sheet.

8.5.2 Recommended Sequence for Changing Frequencies
The recommended sequence for changing frequencies is as follows:
1. Change the N-divider value.
2. Program the PLL numerator and denominator.
3. Program FCAL_EN (R0[3]) = 1.

Question 1
If only integer mode is used, is it possible not to set the PLL numerator and denominator registers?
1. Change the N-divider value.R36[15..0]
2. Program FCAL_EN (R0[3]) = 1.

Question 2
I want to change the output power for each frequency. Is the following sequence okay when changing frequencies?
1. Change the N-divider value. R36[15:0]
2. Program the OUTA_PWR. R44[13:8]
3. Program FCAL_EN (R0[3]) = 1.
