LMK04828: PLL1 does not lock

I have a design with the LMK04828 and I'm trying to lock PLL1 to 40MHz TCXO source that connected to CLKin0 but it seem that PLL1 is not able to lock.

I configured PLL1 LD to be "PLL1 DLD" and it blinking, on the other hand I configured PLL2 LD to be "PLL2 DLD" and it light constantly.

This is the configuration of the PLLs:

I suspected the loop filter, but I simulated it on PLLatinum, and the phase margin looks good (>40.7394°). I also tried optimizing it by replacing the resistor with a 27.4kΩ one instead of 39kΩ (the phase margin is approximately 48.8°) but it still not locked.
