Hello Janet,
This is "Loss of Signal".
This pin is high when a valid input clock is present or goes low when the input is lost.
You use this pin in any situation where you need to determine if the clock is valid. This could go to your FPGA or MCU for monitoring to see if the line ever goes low.
Or you can just it as a visual indicator - with an LED.
