I have a question about the CDCEL913's 8.3 Power Supply Recommendations.

The 8.3 Power Supply Recommendations are listed below.

However, the Absolute Maximum Ratings for the input voltage are after VDD is input.
Which should take priority?

I have an additional question.

The Power Supply Recommendations state that the output is unstable, but what exactly does this mean?

Ishiwata-san,

If the recommendations are not followed, the clock may not start up with the correct output frequency.
