Can CDCE913's Vctr pin to be fed with sine wave input ( e.g. 0~5khz ) for VCXO feature ?

As titled, one of my customer is testing our CDCE913 EVK and they plan to use CDCE913's VCXO function by using Vctr pin. 

They want to utilize the linearity area of Vctr ( i.e. the voltage between 0.7V to 1.2V per the graph shown on Figure 4 of Application Report -- "SCAA085".

i.e. They plan to feed Vctr with 0~5khz kind of signal and the voltage is between 0.7V to 1.2V so the output can be a modulated output based on 17.997226Mhz crystal speed.

Is it workable for CDCE913, as per the customer test, they found the output can be as expected frequency when Vctr is in the range is within 100hz, After 700hz, the output modulated frequency range is smaller ( they have remove external LPF ckt on the EVK ).

Can this achieveable by CDCE913 ?   If not, which of our part can achieve the customer's application ? 

They tried VCXO from other vender and can achieve it.
