A couple of questions on the schematic that can cause power supply filtering issues, are the 0.1uF placed close to the VDDO and VDD pins? 

I don't see any ferrite beads used on any pf the power supplies, please make sure that these are present. 

You can reference power supply recommendations listed in the datasheet
