BQ32000: Initial Vcc Initialization after Assembly

I am currently investigating a problem related to battery discharge after initial PCB assembly.

After every component of the PCB, SMT & THT is soldered. PCB goes into storage. RTC Backup battery is soldered at this stage of assembly. (CR2430 cell)

Judging by the point stated in Chapter 8.2.2.3 Utilizing the Backup Supply of the BQ32000 it looks like the backup battery will be drained much faster than expected because there is a total power loss situation, then a backup supply connected (soldered battery), but there never will be a Vcc initialization condition because the PCB is not powered on.

Does that mean that BQ32000 can discharge the battery faster under that condition? Can we get more information regarding 8.2.2.3 Utilizing the Backup Supply chapter?

    After installing the battery to the Vback pin. We need to provide supply voltage to the Vcc pin for at least 1ms. After removing the supply voltage, the device will switch to use Vback supply, current drawn is 1.5µA max.
