CDCE62005 Locking/ Unlocking/ Re-locking EEPROM

I am able to 'Write to EEPROM Unlocked', 'Write to EEPROM Locked', and 'Unlock EEPROM' of the CDCE62005 clock chip evm through GUI v.1.4.5.  In the design we implemented the clock chip in, I am not able to unlock the EEPROM after locking it through the SPI interface.  I was told I would be able to lock, unlock, and re-lock the EEPROM indefinitely if needed to configure the device (that's how I understood what I was told).  Is it possible to control/ configure the chip on a different module other than the evm through the actual evm GUI?
