CDCM6208V2 Problem

I got a CDCM6208V2_EVM and make a CDCM6208 test board at the same time.When i was testing the EVM , i test the Pin mode , SPI mode(configure CDCM6208 by GUI) and SPI mode(configure CDCM6208 by MSP430 on the EVM board ),and they are all right. But in my test board,, i connect the all control pins to the mcu. but it is not ok. so i disconnected all the control pins. and i pulled up PDN, RESETN, SYNC pins by 4.7K/3.3V. i pulled down SI_MODE0 and SI_MODE1 pins by 4.7K. On EVM board ,i have tested this configuration and it's all right, CDCM6208 output an default configuration in spi mode. but in my board, i found the Crystal on SEC port(25MHz) started, but output nothing.All   positive of output port is 1.8V level and all negative of output port is 3.3V,which is just like RESETN is LOW. but i am sure RESETN and SYNC is High level. No matter which mode i chose on my board,Output is not ok.Output is just like DC level.and with the same configuration , EVM works well.
