According to SPRABI2B Figure 8 (page 24), you can produce a 66.67MHz DDR clock from a 25MHz XTAL. Is this in fact correct? The eval platform software reports that no N & R values are possible for this source clock.

please try it with 66.6666667MHz.
Otherwise, set the VCO to 2GHz (prescaler=5, feedback div=16) and the output divider=6. this should give you 66.6667MHz at the output.
