Does anyone know if TI has an PLL or similar that can lock on a low range freqs between 600 and 1500 Hz and multiply up to ~4MHz? Seems all of the PLL VCO ranges are for GHz signals...

Did you try to design PLL with http://www.ti.com/tool/clockdesigntool?

Is the phase critical?

I have not tried the design PLL tool yet, but will check it out. I did use the device selection web-tools and did not seem to find an appropriate device. In terms of time domain jitter I'm looking for 10nS RMS maximum.

I don't know that the Clock Design Tool will have what you're hoping for. However the CD4046B is the closest thing I'm aware of.
