Recover clock from 25MHz NRZ bitstream

About 20 years ago I designed a wired pseudo TDMA control system. The system turned out to be very reliable and fast. I am looking into designing a modern version of the system. One of the key components of the original system is the Vectron TRU050 VCXO based PLL. I used this chip to recover the clock from a 25MHz NRZ digital data stream. When I say NRZ I don't mean NRZ in the classical sense. I mean a 1 is 3.3 or 5V and a 0 is ground. I would like to use the same data format and speed. I could use the same chip, however, it is too expensive for the high volumes I am anticipating. Do you folks offer anything functionally compatible?
