If this pad is shorted out,wil we have a problem?
And please tell me the reason of dividing GND PAD.

It is fine to ground both of the ground pads.
The reason for dividing the ground pad is that the narrower one is really not attached to the die, but rather for the purposes of alignment of the die in the package. The LMX2531 has a strange footprint because it uses bond wires for an inductor for the VCO.

I am not sure what the , but I can say this.
The LMX2531 die is actually smaller than the package. If you look at the bottom two pads, the bigger ground pad is below the die and the narrow sliver is beneath empty space There is also a narrow sliver, which is really not connected to the die at all, but it is easier to tell people to ground this.
The datasheet has the recommended land pattern for this.
