Bypass caps on LMK03200EVAL/NOPB missing?

I just received a LMK03200EVAL/NOPB demo board and noticed that there are pads for a very large number of bypass capacitors around the LMK03200 package. And in reviewing the data sheet for the part and some previous discussion on the Forum I would expect that.

However, all the bypass caps on the back side of the board are not installed! Is that a mistake? Would not want to invest a lot of time in the board if the assembly is wrong. (In fact no components installed on the back side at all...?)
