CDCE62002 PLL doesn't lock

Hi,
I would like to generate 27MHz from AUX-in crystal 25MHz but the output doesn't lock to the input for all selected input types. I am using the frequency planner to apply the setting.

I can the the same thing for 25MHz output and it works but for 27, 28 MHz  the PLL doesn't lock.

What should I do?
