cdcel913 lowest power consumption setup

I've tried about everything and I can't get the current down to less than 2ma at 2.0v

This is used in a single output VCXO mode with a 27mhz XO.

Standby pin it in standby, I've set the the other 2 outputs to 3 state and the pll is off.

What is the setup for the lowest power when the DPLL is in standby mode?
