CDCE62005RGZ, got trouble with PLL Lock unlocked

Hi, we are doing a design which has a CDCE62005RGZ.

Whenever powered on, PLL_Lock goes back to unlocked after very short LOCK pulse.

Another part in our team had been got trouble with same problem. But They just evaded it by replacing a troublesome CDCE62005 with another until no problem.

According to their experience, about 50% of CDCE62005 chips they bought was O.K. 

Can you suggest possible solutions we can try to overcome this problem?
