Regarding Direct SYSREF distribution, when is this mode used ?

    This could be used to utilize the device as JESD204B fan-out type buffer.  Distributing both Device clock and SYSREF.

    There could also be some custom reasons for causing SYNC/SYSREF functionality to be driven by external source.

       > Note it may be desired to bypass the SYSREF_MUX entirely by using SYSREF_CLKin0_MUX = 1.
