CDCE913 output frequency problem

We use CDCE913 for generate 819.2KHz from 19.2MHz. 19.2MHz we have from DTCXO oscillator. We produced over 300pcs devices but on last batch we have problem cause output frequency vary with temperature, on room temperature we have 70Hz instead of 819.2Khz, when heat or cold device frequency change and can rise up to 819.2Khz, sometimes when heat, sometimes when cold. We ordered new devices from Mouser and DIgikey but problem is same, checked on 10pcs from 200pcs of new batch. PCB, everything is same, it is standard production. We never ever had this kind of problem. Any suggestion.

    Registers are generated by Ti Clock Pro 1.2.1. You can see down. But I swapped on one board from 180pcs batch one CDCE913 from one old board may be 2 years old, so definitely problem is in chip. With old chip everything works fine. Problem is chip.

    Any update for my problem. I tested all chip from 2013 and it works but new chips from Farnell and Digikey don't work. Do you have any similar registered situation?
