LMX2492 fractional denominator

Hi 

Per the data sheet, the fractional denominator can be programmed to any value from 1 to 16777216. However the denominator is 24bits long.

16777216 is actually 25 bits. Shall I assume that 16777216 is represented by zero or the data sheet meant 1 to 16777215?
