We are using CDCE913PWR IC in our design,
We are using 25MHz crystal to generate reference clock for the PLL.
I am observing 1.3V DC Signal at pin no 1 and 14 of the IC. Could it be the problem in my crystal?

Hi Sushruta,
Please ensure that crystal mode is selected on the part. See Page 17 of the datasheet: http://www.ti.com.cn/cn/lit/ds/symlink/cdce913.pdf
Register 01h, Bits [3:2] = 00 for Xtal
Also ensure that your crystal load capacitance Register 05h, Bits [7:3] are correctly programmed.
Example: If crystal load capacitance = 10pF (from Xtal manufacturers datasheet), set crystal load cap register bits to 1Fh
Probe pin 14 using a high impedance probe. You should see a 25 MHz waveform. Note that a low impedance probe could kill oscillations.
