The output power At 7GHz is less than -20dbm. 
At frequencies up to 3.5GHz the output power is around +2dbm.
After resetting and power up and after loading the default configuration,the output signal power is less than -20dbm. 
The EVM board current consumption is about 400mA.

Does this mean the internal power amp of the LMX2594 is faulty? Alternatively, can you suggest anything I should check for?

    I think that it is more likely that there is an issue with the EVM.  For the LMX2594, we push our limits to try to get the best output power, but if there are assembly issues, it is easy to have problems.  If you look at the pull-up components, you will see they are very close.  I have found boards where one output was low output power due to manufacturing issues of the PCB (not the LMX2594)

    What I would recommend is looking at the other side.  So if you are looking at RFoutAP, try looking at RFoutAM.

    As for the current consumption, this sounds about right, but the TICSPro gives a better esitmate based on the configured settings.
