I am using CDCE62002 and connecting a 148.5 MHz LVPECL clock. for LVPECL REF_IN recomendation is that it should be AC coupled. so do i need to pull up to 1.9V after ac coupling resistor. for details please see the attchment.

4.7nF could work, 0.01uF would be better. You could calculate capacitive reactance as below formula.
XC should be smaller enough to be ignored compared with Zo / load 50 Ohm (on each line).
Because there is no matching load 100 Ohm in CDCE62002, correct connection should be as below figure.
I inserted a 100 Ohm as a LVPECL load.
