    This is pretty far outside the "Standard Logic" wheelhouse. I'll ask the high speed clocking team to comment.

    we have parts with 1.8V LVCMOS. You would have to use a voltage divider or pi pad to reduce the high level to 1.05V.
    Please take a look at CDCI6214, CDCLVC1310, LMK00105, LMK00101 and when 2.5V supply would be ok, too: CDCLVC1108.

    Only CDCI6214 offers to enable/disable 2 of 4 LVCMOS outputs at a time. CDCLVC130 and LMK parts have a global output enable and can run 1.5V LVCMOS
