    If I understand your question correctly, you would like to know if it is possible to program the CDCE72010 via SPI when the device is in RESET or HOLD mode?

    Based on my understanding of the datasheet, it appears that the device can be configured by SPI while in RESET or HOLD mode. However, the datasheet does not clearly state whether it is possible or not.

    By default, Pin #33 is configured as a RESET input.
