Please tell me how to measure the Tpcb in recommended operating conditions.

Because there are many GND vias under Thermal pad, the thermal resistance between thermal pad and PCB bottom pad could be ignored for Tcpb. It is fine to measure the bottom of PCB under chip.

PCB TOP
PCB Bottom
vias on PAD
