It looks like you're trying to generate 4x outputs at 90° phase shift by assuming the CLKin0 and CLKin1 divider phase difference will be 180° at startup. I am not sure you can always make this assumption, notably during power-on reset or standard software reset, since it is not always guaranteed that resets will complete at intervals that guarantee the dividers are out of phase. I cannot confirm if this will work until next week, but I suspect the resets will present trouble.
Would it be possible for you to use the CLKout12/13 delay blocks to generate the 90° phase shift, and take the differential outputs as the separate phases? Alternately, can you use a solution such as LMK01000, with synchronization and built-in delay blocks on each output?
What frequencies and output formats are needed?
