CDCLVC1103: Giving input to the CLKIN without VDD suppy

I have a question about the device CDCLVC1103. Is there any problem, if I give input to the clock pin (CLKIN) while the VDD pin is not supplied?

 

If there are any answers please let me know.

    The datasheet absolute maximum ratings for inputs indicate the input voltage should never exceed VDD + 0.5V. So input should not be supplied to the CLKIN pin until after VDD is supplied.
