I just wanted to make sure, when that LVCMOS Clock buffer is not enabled (EN='0'), the output clock is in "High-Z" (open collector) or it gets a defined value of '0' (low) ?

The output is driven LOW when 1G pin = '0'

So does TI have such a device (LVCMOS S.E buffer 1:10, 1:12) which its outputs are in High-Z when device is disabled by En ?

The LMK00101 is a 10 output LVCMOS buffer that has a Hi-Z state when OE is pulled low.
