From section 9.1.3 of the data sheet,
The LMK04610 provides OSCout, which by default is a buffered copy of the PLL1 feedback or PLL2 reference
input. This reference input is typically a low noise VCXO. This output can be used to clock external devices such
as microcontrollers, FPGAs, CPLDs, and so forth, before the LMK04610 is programmed.
The OSCout drive type (OSCOUT_DRV_TYPE) must be programmed to power down or to a specific drive type. How can OSCout clock external devices before being programmed if power down or a drive type must be programmed?
